August 21, 2015 came into force the law ZRU-391 «On Amendments and Additions to Certain Legislative Acts of the Republic of Uzbekistan, aimed at further strengthening the reliable protection of private property, business entities, lifting barriers for their accelerated development.»

This Law provides for the introduction of changes and additions to the Code of the Republic of Uzbekistan on administrative responsibility, the Code of Criminal Procedure, the Labor Code, the Civil Code, the Civil Procedure Code, the Economic Procedural Code, the Housing Code, the Tax Code, and a number of laws of the Republic of Uzbekistan mill.

The Criminal Code of the Republic of Uzbekistan is supplemented with chapter XIII1 «Crimes related to obstruction, unlawful interference in business activities, and other crimes that infringe on the rights and legitimate interests of economic entities.» And a number of changes and additions to other articles of this code were made.

21 августа 2015 вступил в силу закон ЗРУ–391 «О внесении изменений и дополнений в некоторые законодательные акты Республики Узбекистан, направленных на дальнейшее усиление надежной защиты частной собственности, субъектов предпринимательства, снятие преград для их ускоренного развития.
Настоящий Закон предусматривает внесение изменений и дополнений в Кодекс Республики Узбеки­стан об административной ответственности, Уголовно-процессуальный кодекс, Трудовой кодекс, Гражданский кодекс, Гражданский процессуальный кодекс, Хозяйственный процессуальный кодекс, Жилищный кодекс, Налоговый кодекс, а также в ряд Законов Республики Узбеки­стан.
Уголовный кодекс Республики Узбекистан дополнен глава XIII1 «Преступления, связанные с воспрепятствованием, незаконным вмешательством в предпринимательскую деятельность, и другие преступления, посягающие на права и законные интересы хозяйствующих субъектов. А также внесен ряд изменений и дополнений в другие статьи данного кодекса.

According to gazeta.uz, from October 2014 to December 2017, a joint project of the Supreme Court with UNDP and USAID «Partnership in the Rule of Law in Uzbekistan» is being implemented.

The project was a continuation of the great work done by UNDP jointly with Uzbekistan in improving the efficiency and accessibility of ships and providing citizens with access to basic services of the judiciary. One of the activities is the expansion of the information system of electronic legal proceedings E-SUD, piloted in 2013 in the Zangiata inter-district court for civil cases.

At present, three inter-district civil courts in Tashkent, namely Shaykhantahur, Mirzo-Ulugbek and Yakkasaray, have been prepared to launch the E-SUD system — local networks have been built and the necessary equipment has been purchased. Until the end of 2015, the system will be implemented in eight civil courts in Tashkent and the Tashkent region.

Now the software is being updated. It is planned to develop additional components for courts of appeal, cassation and supervisory instances, which will allow to establish vertical communication between higher courts and courts of first instance. In addition, work continues on improving the procedural legislation in connection with the introduction of electronic legal proceedings, preparing manuals for judges on the use of the information system.

По сообщению gazeta.uz, c октября 2014 года по декабрь 2017-го реализуется совместный проект Верховного суда с ПРООН и USAID «Партнерство в сфере верховенства закона в Узбекистане».
Проект стал продолжением большой работы, проделанной ПРООН совместно с Узбекистаном в сфере повышения эффективности и доступности судов и обеспечения доступа граждан к основным видам услуг судебной системы. Одно из направлений деятельности — расширение информационной системы электронного судопроизводства E-SUD, пилотированной в 2013 году в Зангиатинском межрайонном суде по гражданским делам.
На данный момент три межрайонных суда по гражданским делам Ташкента, а именно Шайхантахурский, Мирзо-Улугбекский и Яккасарайский, подготовлены к запуску системы E-SUD — проведены локальные сети и приобретено необходимое оборудование. До конца 2015 года система будет внедрена в восьми судах по гражданским делам Ташкента и Ташкентской области.

Сейчас ведется доработка программного обеспечения. Планируется разработка дополнительных компонентов для судов апелляционной, кассационной и надзорной инстанций, которые позволят установить вертикальную связь вышестоящих судов и судов первой инстанции. Кроме того, продолжается работа по совершенствованию процессуального законодательства в связи с внедрением электронного судопроизводства, готовятся пособия для судей по использованию информационной системы.

According to the press service of the Senate of the Oliy Majlis of the Republic of Uzbekistan, the senators started the second day of the plenary session with consideration of the Law of the Republic of Uzbekistan «On ratification of the Protocol on Amendments and Additions to the Agreement between the Republic of Uzbekistan and the Federal Republic of Germany on the avoidance of double taxation with respect to taxes on income and property dated September 7, 1999 (Berlin, October 14, 2014) «. It was noted that the protocol envisages amendments to the current agreement aimed at expanding bilateral cooperation on information exchange and mutual assistance in the tax sphere.

According to the senators, the adoption of this protocol will help increase the speed of exchange of tax information between the two countries, counteract various tax abuses, as well as timely receipt of taxes unpaid by residents in the budgets of the parties.

Further, the senators, in accordance with Article 80 of the Constitution of the Republic of Uzbekistan, heard a report on the activities of the Central Bank of the Republic of Uzbekistan in 2014. It was noted that last year the activity of the Central Bank was carried out in accordance with the Law of the Republic of Uzbekistan «On the Central Bank of the Republic of Uzbekistan» and was aimed at unconditionally fulfilling the tasks determined by the President of the Republic of Uzbekistan Islam Karimov at a meeting of the Cabinet of Ministers dedicated to the results of the country’s socioeconomic development in 2013 and the most important priority areas of the economic program for 2014, the Senate resolution of the Oliy Majlis of the Republic of Uzbekistan «On the report Chairman of the Board of the Central Bank of the Republic of Uzbekistan on the activities of the Central Bank of the Republic of Uzbekistan in 2013 «.

In general, following the results of the two-day session of the Senate, 11 issues were considered, including 6 laws.

Approved laws and adopted decisions will contribute to the further gradual deepening of democratic, socio-economic, social and political reforms and the formation of civil society, raising the standard of living and welfare of the population.

The third plenary session of the Senate of the Oliy Majlis of the Republic of Uzbekistan finished its work.
